Oppose Funding for ICE and CBP in FY2026 DHS Bill

Congress is considering additional funding allocations for ICE & CBP as it negotiates the government spending bill before its January 30th deadline. Congress should not give ICE and CBP more funds while they continue to invade and terrorize our communities. We must demand limits, accountability, and a cessation to the hostility and violence.

The killing of Renee Good by ICE agents in Minneapolis is not an isolated tragedy, but part of a clear pattern of callous and inhumane disregard of life and law. Renée was killed by the many hands of federal systems of oppression, not only by the hands of an ICE officer. Americans have the right to observe, monitor, record, fact-check, and object to government activity under the First Amendment as a form of constitutionally protected free speech and assembly.

A reckless disregard for human life characterizes the administration’s aggressive attacks on immigrants and their allies, their neighbors.
Detention with ICE has become more deadly than in recent decades.
Across the U.S., people have been hurt or killed during close-proximity interactions with ICE, whether during raids or traffic stops, civil monitoring, or detention.
Secretary Noem (Kristi Lynn Arnold Noem) and ICE Acting Director Lyons (Todd M. Lyons) must be held accountable.

Congress must stop negotiations on the FY2026 Department of Homeland Security funding bill until diligent, responsible investigations are conducted.

Subject: Pause FY2026 DHS appropriations, no funds for ICE and CBP

Message:

I am writing as your constituent and as someone motivated by faith and moral conscience, urging you to oppose additional funding for Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP). Pause negotiations on the FY2026 DHS appropriations bill if need be. At a minimum, I ask you to ensure that no funding continues without meaningful investigation and imposition of guardrails. The shocking killing of Renée Nicole Macklin Good by an ICE agent requires a thorough investigation before any additional funding should be granted to ICE and CBP in the current spending bill. The reporting about inhumane and deadly conditions in ICE detention facilities, the people who have died in their custody, merits close congressional oversight. As does the reporting about the reckless disregard for the law, especially protections under the Constitution. I also disagree with funding for more detention beds in the FY2026 DHS appropriations bill and ask you to block ICE and CBP from getting funds to expand a system that is already vicious, destructive, and callous. To me, that means you should: - Refuse to increase funding for ICE or CBP - Decline to authorize additional funds for detention - Reinforce restrictions on ICE and CBP dragnet activity - Oppose targeting people based on their race, language, or accent - Restrict targeting based on place of employment, or location at the time of the apprehension - End ICE and CBP deployment to our cities and communities, especially Operation Metro Surge and related offshoots - Reject the mission creep and mushrooming mandate in immigration enforcement - Limit reprogramming and transfer authority at DHS Congress gave ICE tens of billions of dollars through the 2025 reconciliation package, paving the way for a multi-year expansion of immigration enforcement and detention. That funding has not improved community safety or accountability. Instead, ICE and CBP are acting with greater impunity. Please pause FY2026 DHS appropriations negotiations pending investigations of ICE and CBP. Thank you for your service and leadership.
